Park Avenue Watermain Renewal Project

Overview:

Starting the week of May 12, 2025, the Town's Contractor will begin preparing to complete watermain renewal in Beausejour. The Work will consist of the replacement of watermain pipes, valves, and fire hydrants. Service line pipes and curb stops to residences and businesses will also be replaced.

The anticipated schedule is as follows:

  • Block #1 (100-315 Park Ave):  May 12th-30th (3 weeks)
  • Block #2 (317-359 Park Ave + two services on First St.):  June 2nd-20th (3 weeks)
  • Block #3 (400-527 Park Ave):  June 23rd-July 25th (5 weeks)
  • Block #4 (528-667 Park Ave):  July 28th-August 29th (5 weeks)
  • Block #5 (654-751 Park Ave):  Sept 1st-19th (3 weeks)
  • Block #6 (801-917 Park Ave):  Sept 22nd-Oct 17th (4 weeks)
  • Block #7 (918-951 Park Ave):  Oct 20th-24th (1 week)
  • Final Restoration Works: Fall 2025, Spring 2026

The proposed schedule is a best-case scenario and is subject to change due to inclement weather and/or unforeseen construction issues.  Significant delay, if encountered, will be communicated to affected residents/ business owners.

During the construction period, the contractor will attempt to provide access to driveways and business entrances, however, no access will be permitted during some construction activities. Affected residents can use adjacent streets for parking while there is construction on their street. Business owners will be consulted directly if access will be restricted during construction.

The construction will require open trenches and holes. The excavations will be fenced and barricaded when left open for extended periods of time. To keep children safe, always keep them away from the construction site. 

Discolored water will likely occur as flushing and hydrant’s use throughout the project will be required. If you experience discolored water, the Town recommends that you let the cold water run for 5 minutes and then close the tap and let it settle for 30 minutes. If your water is still discolored after a day or two – please call the Town Office at 204-268-7550 to notify Utility staff.

Key Dates:

March 2025 – The Town, JRCC, MWSB, and Southwood Ventures hold the pre-construction meeting. May 12, 2025 is identified as the construction start date.

December 2024 – The Park Avenue Watermain Project is awarded to Southwood Ventures for a total contract value of $4.3 million.

October 2024 – The Park Avenue Watermain Project Request For Quotation is advertised. Six (6) quotations are received.

September 2024 – The Town and MWSB enter into a Cost Sharing Agreement for the Park Avenue Watermain Renewal Project.

April 2024 – The Town passes resolution 2024-141 for project funding with MWSB shared 50/50 with the Town. 

September 2023 – JRCC submits construction drawings to the Town and MWSB for review.

May 2023 – The Town and MWSB enter into a Cost Sharing Agreement to conduct a feasibility study for the Park Avenue Watermain Renewal Design. JR Cousin Consultants (JRCC) is awarded the design work by MWSB.

January 2023 – The Town makes application to Manitoba Water Service Board (MWSB) for capital project funding for the Park Avenue Watermain Project. 

Fall 2022 – The Town meets with Manitoba Infrastructure (MI) to discuss the rehabilitation or PR215 (Park Avenue) in Town. The Town identifies the need to renew the underground infrastructure prior to road rehabilitation taking place. MI identifies a planned construction date of 2025/2026.
